The Indian Model 403 motorcycle was made in the U.S.A. It featured an air-cooled, in-line four cylinder four stroke engine. The ignition was from a magneto. The engine was estimated at approximately 30 b.h.p. The displacement was 77.21 cu. in. (1,265cc) based upon a bore and stroke of 2 3/4" X 3 1/4". Fuel was supplied via a single Schebler carburetor. Getting the power to the ground was by a three speed, hand shifted transmission. The suspension featured front short trailing link with leaf springs and a rigid rear. Drum brakes were on both the front and rear. The motorcycle weighed in at 455 pounds. Top speed for the bike was 75 m.p.h.

According to the museum's fact sheet "This machine was operated by the Los Angeles Police Department in California. Special equipment includes heel-operated siren running off the rear tire, red light, and fire extinguisher. Motor number DA101 indicates that it was the first Indian four cylinder built in 1928! This occurred due to police departments reconditioning motors and installing them in different chassis."
